HARP is a federal government program designed to help homeowners that are underwater or near-underwaterrefinance into a fixed loan with a lower monthly payment. 

Borrowers with homes that are owned by Fannie Mae or Freddie Mac are now able to refinance regardless of how far their homes have fallen in value.  Most homeowners will not need an appraisal, making the process even smoother and faster.
